Gluesticks

HELP!!!!!What kind of glue/hot glue would be able to glue a styrofoam to a dowel stick?

I tried using a hot glue gun with 10 watts with Superbonder brand and it fall off. Does it need higher watts or a different brand of glue??? it has to sustain hanging from the ceiling and i have to glue about 20 styrofoam and 24 dowel sticks together. If there's any other glue that could work, please help. (superglue will eat the styrofoam)

1. why dont you just stick the dowel stick into the styrofoam? then it would stay and you wouldnt have to use any glue.
2. Glue eats styrofoam. It wouldn't work.
