Can concrete block out toxic gas?

I have installed a new carpet few days ago, but i did not like the fume that the capet glue gave off. I removed the carpet glue.(we used adhesive remover, WD-40 to clean it), but the toxic fume will not go away. So i decided to cover the concrete floor with another layer of concrete. my question is will the concrete block all the toxic gases?
