Should I see a dermatologist?

I have very sensitive skin and I break out in hives almost every time super glue, sunscreen and most soap touches my skin. I also can't use any type of nair or hair removal like that of I break out in hives as well. I also have small red bumps up and down my upper arms that my friend said was due to dry skin, but I'm not so sure. Would a dermatologist help my sensitive skin and find skin care products that won't make me break out?
